    I did a quick check for some elite armor in my collection only found some older style arbiter pep's Halo 2-3 but I'll support a link on my server. Hope they help! :D

    Sorry you're having so much trouble building your set. The Elite set is an extremely difficult set to make look good (gave up on it pretty early myself). Have you tried making some other simpler spartan sets first? Also where are you having difficulty in making the set?

    Have you seen this video? He made some stilts for his arbiter costume. That same user has some videos of his energy sword too.
