Regiments (misplaced but can't do other way)

first of all sorry for posting this here, I would have liked to put in in the regiments section but I can't.

I just noticed there's finally a european regiment, but I have absolutely no idea on how to join, and can't post any reply/thread on the other sections apart from "Halo Costumes and Armor".
so here's my question, how do I get in my regiment and wwhy can't I post anything on other sections?

Contact the Regimental CO - they'll add you to the roster.
