No 3ds Max is not free, and as far as ripping the models, I cannot tell you here on the thread, because doing so could get the website in trouble and I don't want to do that.
I use 3ds Max with ImportActorX. I import the PSK models into 3ds Max with the ImportActorX, and I single out the part I want, then I export it into an .OBJ file.

I've seen this picture and went on a bit of a scavenger hunt for it. The helmet does not exist in the game. What you see in the picture is concept art for either what could be Valera, or a female Onyx Guard. Unless the OP was told by the creator of the picture that it was Valera, I'd bet that...

So I've uploaded the Myrrah armor to 4shared, along with the kantus files. Which I don't recommend do the torso in Pepakura or foam but use the model as a reference for sewing maybe. Open it and you'll see why. These will be added to the master list soon.

Your foam ones are awesome, might use some in the future, but your COG GOW3 Armor foam file is mis-labeled, its the armor for the Onyx Guard, unless you knew that already. Just an FYI.
So I can't say for all free programs, but yes you can, although you need to have 3DS Max in order to export the models to .3ds format then import it in. I've only tried this with Blender. I'm trying to learn it and make my own little movies.
