Your overall design is solid, but needs a few additions. Things like building up the fore-arms and legs can go a long way in the process of making one of these suits. Also keep in mind that unless the guy you are dressing up is 6'10" and has the build of a small rhinoceros... it's not going to...

Too tired to make an entire post, here's an update pic... Also what I've noticed is that I'm straying from the traditional MW2 Juggernaut and going more towards the custom model I found, it's just more practical and better looking in my opinion.

Egg-crate foam and packing foam work well, just don't use EVA foam, it's made for construction, not padding.
