The female Reach files are in many other places. THOSE files were made because at the time, nobody else made the models so that someone could dress as Kat. Those files are meant for Kat's armor and were made a couple months before the game even released.
Since then, people have been reworking the models and there are now MUCH MORE better detailed and more accurate files. ForgedReclaimer has some excellent models for the Halo Reach Female armor. I actually used his models for my build.
