Is that 8 and a quarter inches? If so, since a quarter is less than half, you can round down to just 8 inches and add another 2 inches to that making it 10 inches. That should leave you enough space inside to add padding and whatever you plan on using to harden it.

When you add all that stuff to the inside, it tends to shrink, so 2 inches should work out. A lot of people seem to add 2 inches. I know I did and my helmet turned out just fine. :)
 
It would be easier to convert 8 1-4 inches in to cm, then add 3.

In fact, here. 8 and a quarter is 21cm, (Which is kinda small, XD) Oh well,
then add 3 sm, so 24 cm. Then just add a 0 to then end, 240 mm, there is your height (or width/depth, whatever you measured) THat translates to around 9 1/2 inches.
