to get recon you need to know the #1 rule of asking about recon: dont ask about recon.

be a good community member, make some fun content, do things of that nature.

i don't think there is one way to get recon..... they'll give it to you if they feel like it, that's all.

i do remember them giving one recon away a couple of months ago to whoever had the most veiws and shares on a halo video on their fileshare. but that was a long time ago around november.
