I think hes supposed to be the leader of the marching band sort of thing kinda like the dude in the front of the formation with the baton... maybe he's supposed to be the conductorish guy?

Damn, I should've gone to the Mummer's Day Parade this last year. That happened about 5 miles from where I live and I had no idea. Pretty sweet though! I wonder if they'll do it again this year...
