Stupid fiberglass question

Alright so it's been a while since I've worked on my armor, I got my helm and chest fiberglassed on the inside. Now it's sit a while. Some of the paper say peals away as it didn't stick all the way to the fiberglass in places, can you fiberglass the outside? Or just bondo pretty much the whole helmet? I want this to look pretty good when I'm done

Never fibreglass the outside. It's designed for interior hardening and strengthening your work - if you fibreglass the outside you'll lose a lot of the detailing work. If your card is peeling, perhaps try another outer layer of resin to stick those pieces down, then bondo over the top of that.
