Under the 2dpatternwindow tab, go to change scale of development. If that doesn't work, try restarting your comp or reinstall the software.

I have vista and I scale all my stuff just fine. Just like Juice said, you obviously have Pepakura VIEWER and not DESIGNER. Designer allows you to scale and stuff. Viewer does not let you do much, it just let's you do as it says.......view.
