While it's up again though, I did try this method for my shoulder pads.
I had a set of MOLLE 2 shoulder straps. I painted them with black fabric paint as a base coat, then spray painted it using regular ol Krylon spray paint. It hasn't rubbed off and seems pretty solid.
I have zero mechanical, artistic, etc. basis for this, but it seems using a black fabric paint base coast was the key. When I just tried spray painting it, the colors were far more subdued since they had to compete with the fabric color.

I've never run into any issues with gear becoming sticky from spray paint. It just becomes a little stiffer perhaps, and in cases where I didn't use the fabric paint, it tended to rub off rather quickly. This is from my experience with tactical gear in the military, for what that's worth.
