getting the chatbot to talk?

i cant get cortana to talk... could somene help or tell me how.

getting curse words to work to her pleasing works every time. like typing curse words that arent replaced with $%*&# makes her angry.

Or maybe I disabled her because everyone was getting annoyed by her ?
