I heard somewhere that you can take .pdo files and convert them to a format readable by modeling programs like 3ds or Blender. Could anyone clarify this for me? How would I go about doing that?

It's the other way around. You can import 3ds or dxf files to pep designer. You can export into dxf but they're the unfolded patterns (development). They're useless for 3d editing.
Pep has a very limited 3d editing ability, though.
Well damnit. On a slightly related note: Does anyone know where I can find Halo 2 character models, especially Arbiter? There was a link to some at filefront but the link is dead now. Anyone still have the models?

.max will never work in pepakura. Its not a model type file, its scene file, it can contain model information but, it also contains information about lights and animation settings. The only program that can make use of .max is 3DS.
and Gmax though it's a prick of a thing to do, you need to copy and paste all the coordinates manually in a text app and give it a .obj extension... sometimes it's hundreds or possibly thousands of lines
