I think he was getting confused as to when you put on primer.
here's the basic rule of thumb step by step
1 print cut .fold and glue your pep
2 harden it with what ever you choose be it Hot glue or resin and fibreglass
3 bondo over the surfaces and sand till smooth
4 PRIMER time spray on a light layer of primer let it dry then sand over it with fine grit paper
5 rinse and repeat step 4. 2 - 3 layers of primer is normally enough but its down to your own judgement.
6 spray on your top coat (main colour) thin layer and sand as above.
7 rinse and repeat step 6. again 2-3 coats all depends on preference.
8 once all is completely dry normally 24 hours its then time to add your shading effect there's plenty of tuts about this so I wont keep going
9 add the battle damage then leave to dry.
10 optional you can then seal your paint with a clear laquer but this is optional
