Recon Helmet Scaling

Hey Everyone! I have a quick question. I have just finished my Pepakura model of the ODST Recon Helmet using the Smooth_Recon_Helmet_V2.pdo version. I scaled it like the Halo Costuming Wiki said to, but the thing does not fit my head at all. Does anyone know how to correctly scale it? Any help would be appreciated.

I put all my helmets 290mm - 300mm in Height. ( 360mm For Hayabusa )
