Ok will it work on my plaster model or should I wait till after I cast it... I ask because the plaster seem to have small/tiny scuff marks and scratches and no matter how much I sand I find more.

Get a super high grit sanding sponge. Use that on it. If you can only find 120grit, get one and rub it on cement for a minute to wear the grit down a bit. . then use that on the plaster. Should smooth it right up. You can also get a high grit sheet of sandpaper, tear off a bit of it and fold a washcloth into half twice. Put the sandpaper under it and sand it that way.
