I recently tried to convert a .nif model to an .obj, but when I tried to open the .obj in pepakura designer I got an error message saying "Pepakura Designer Ver.3.0.7a has encountered a problem and needs to close. We are sorry for the inconvenience."

What do I need to do to get pep to open the file?

Try to open the OBJ with a 3D program such as Metasequoia LE, if it cannot open the file or if you get a blank screen when you open the OBJ then there is a problem with the OBJ conversion.

I suppose the simplest way would be to upload the file to a site such as either megaupload or mediafire, and send me the link through private messaging, or you could post it in this thread.

Sorry I took so long, i've been a little busy. I couldn't get it to open in Pepakura Designer as an .obj, but I converted it to a .3ds and Pepakura sees that just fine. You're file was practically built out of open edges though, it seems that Morrowind didn't have a very high standard for their models, heh. So I took care of those, but left the blade unattached; building it would be easier like that anyways. Link
