Well, my friend wanted to build a magnum, and he used scotch tape for pepakura, and wants me to fiberglass it. I was told that if you fiberglass resin scotch tape, it will peel off. I dont want to test that out on his gun, so is there any way to complete it without it peeling?

You were told right... only, instead of it just peeling off, the fibreglass/resin will EAT the tape and you will end up with a glopy mess... Hate to tell ya this, but short of trashing it and starting over, there isn't much you can do... :/ (and trust me... I am speaking from personal experience here, made the EXACT same mistake myself... lol) This is why it is important to read ALL the stickies before you start.

Give it a few coats of Poly Acrylic, this is water based and will not eat the tape. I would use a blow dryer to dry this faster to it doesn't start to wrinkle, other than that latex will work too. Once its dry then you can resin over that, BUT you will still have all the tape marks. Might be easier to just redo it.

I read in the fiberglass Sticky that epoxy resin might work. I searched around and could not find the original post that might explain that. It might be worth a test. It's likely to be expensive. Does anyone know if you could use white glue and then resin?

it won't destroy the glue, or at least it shouldn't. I used tacky glue on a helm and resined it. not a problem with adhesion there so... you could coat the tape in glue or something. Dunno. ??????

Actually, That reminds me... Look up Aqua Resin and Aqua Glass... they are completely water-soluble and non-toxic versions of the standard stuff (albeit more expensive as well...)
