I'm pretty sure Bungie said just what Adam did, the Spartans in Multiplayer are not the Masterchief, and its just a generic face, not meant to be the Chief's

In the offical Bungie guides and whatnot; Chief has pale skin, freckles, short brown hair, green eyes and a gap between his front two teeth. (Seriously thinks for a moment) Goodness, Bungie has been stalking me!!! Because I fit the bill for Chief. I have pale skin (Yes, I'm a nerd, my only friend is artifical light, not sunlight), freckles, short brown hair, green eyes, a gap between my front two teeth and I'm quite tall and big for my age group. Just have to lose the Aussie accent and I'm physically John-117.
