If you're looking for the function in Pepakura Designer: Browse through the menus, it's in plain sight. If you're using Pepakura Viewer: Use Pepakura Designer. If you don't know which number you have to enter once you have found the option: Halogoddess has written a really good scaling tutorial that will help. It also shows you where to click if you really can't find it.
