Your referring to the Coast Guard Para-rescue swimmers.
So, i would think something like "The tip of the spear" or the latin of "To know peace is to prepare for war", since training for war is all they know.
Do you mean something like this?:D

Short Version

(If you would have peace, prepare for war.)

Long Version
------------------------------------------------------------------------------------------------
"Qui desiderat pacem, bellum praeparat; nemo provocare ne offendere audet quem intelliget superiorem esse pugnaturem".
(Whosoever desires peace prepares for war; no one provokes, nor dares to offend, those who they know know to be superior in battle.)
 
Yeah, just like that Templar, but actually change the latin to literally say "to KNOW peace, is to prepare for war". Because like i said, the only peace they have ever known is preparing for war. So it fits them like a glove.

Also the second longer one wouldn't apply. Because before the Covenant showed up and started inflicting horrendous amounts of casualties, the Spartans were to be completely secret even up to the highest levels of UNSC command. So nobody would know that they are superior in warfare. So it wouldn't make sense to put that in their motto.
