It's Bondo mixed with resin.

it's a thing you make out of 2 store bought items.
Bondo Body Filler and Fiberglass Resin.

Rondo = easier method of fiberglassing. Although I find fiberglass to be a bit harder. But it all depends if you made a correct ratio of the bondo and resin and hardener.
