What the heck happen?

I made a new PEP because I wanted to do the regular style Guy Manuel helmet from Human After All and because I have already made the TRON version, So I found the most popular pep used for the HAA helmet, but I changed the scale a bit. My Tron helmet is 280mm scale and it is a bit too small for all the lighting to fit, so I went to 290mm and this happen...

Could a 10mm difference make that dramatic of a change? If I did the 280mm on this new helmet would it make me look less bobble headish?

HELP A NOOB OUT!!!
 
It may be because they are different models so one may have been made stretched or skewed. It seems the second one was modeled a bit differently and that is why it is so much bigger. Sorry if that doesn't make sense I was having trouble trying to put the thought into words.

TLDR: Its probably because you used 2 different pep models and one was made a bit different from the other.

Edit: I think scaling it to 280 would make it the same or a tad larger than the other.
 
Were you sure that the dimensional axes for both models corresponded with each other? In other words, were you sure that the height for one helmet was the height dimension for the other? The result is that you may have entered the 290 mm, that is, say, for the height, into something else like the depth.

I've noticed this in other Pep files. For example, the low-def and high def Mjolnir Mark VI chest pieces have the same height axis, but the width and depth are reversed. If you scaled one using the width, you would have to enter that measurement into the depth of the other to get them both to be the same size.

The thing is that I had to use PEP designer 2 in order to print it because that was the program it was made in and PD3 will not print it out so I can only adjust the height and the other dimensions adjust accordingly, but this is insane how bad it came out!!! ITS HUGE!!! (thats what she said) haha I just don't know what to do because I don't think that 280mm will be enough to bring this thing down to size... 10mm should not make that dramatic of a difference...
 
I think the Model is the issue, in the first picture it looks 10mm taller but the Width and Depth are Different .
