It's a parody of the Subspace Emissary game mode of Super Smash Bros. Brawl. When a new character enters the fray, the picture freezes on them and their name pops up in that text along with that sound effect.

Awesome video, very well made, and hilarious (even though I love all the games parodied, Pokemon Snap excluded). Could have used a Legend of Zelda, Donkey Kong, Metroid or Mario Kart reference though.
