Yup, that's a skull. I'm assuming the file name is "flag_skull" cause' it was probably meant for the skull on top of the flags in Halo 3. But, if needed to be used as a skull (Like fog, catch, or in Grifball, skulls of those types.) it'd work as well, since they're pretty much the same thing...
