Does anyone have the working US paper Fallout 3 Combat Armor?

Just look at my title, I really want to make this build for the Fallout:New Vegas release because I thought combat armor (especially winterized) looks awesome, and probably shouldn't be a very hard build. (plus I already have goggles for winterized and I already have boots, and I know where I could get most of the clothing, if not all of it)
