I would say you probably didn't mix it correctly.
I've used fiberglass in soggy days and never had a problem with it not curing correctly.
Even if its cold, a simple hair dryer for 2-3 minutes is plenty heat to finish the reaction.
If you're going like 12 hours and its still tacky, it probably isn't because of weather...

hey i need the same help here, but its kinda inconvenient. i live in calgary, its supposed to warm up soon, but right now its around -25 C. and i need to work on multiple items like my helmet, bicep piece and chestpiece. any other ways that i can keep working on my stuff? having it so cold here is slowing down my progress by allot
