Ok so I have been looking up and down, left and right on the 405th. I trying to find the formula for resizing the armor in the pepakura viewer. first of all I have found that you CANNOT resize it in the viewer, you have to get the designer and its not free.. but you can get the trial but ha... not able to save it... figures. so you have to resize it in the designer and then print it off right away. also i have found that every section of the armor, e.g. thigh, chest, helm, ect. are all in different scales.. one could be 107.98653 or one could be 34.67... not really a pattern to it. So i have not been able to find a way to size it... can anyone please help a little noob? P.s. let me know if i was wrong about anything i said.

I think this tutorial may help you out

Also if you're tyring to scale MUTLIPLE pieces then measure and scale one piece so that it fits you properly and then i believe under the "change scale option there's a scale factor or other window at the bottom under height and width and all that. Copy that number from the piece that fits you and put it in for any other piece you're working on. I think it'll automatically adjust to match the other piece that you scaled to your body. Hope this helps = )

If your file is in PDF, there is not much you can do in the way of scaling (that I know of). I would suggest you find the original modeler or unfolder and see if you can get them to scale the file for you.... or look for a alternate version of the file that is a regular PDO.
