That looks like either temps are too high, your filament has absorbed moisture, or there is a partial clog in your hotend. Id start out by trying lowering your temperature by 10 degrees incrementally and see if anything changes. Are you hearing pops from the nozzle when it prints? If that doesn't help it, dry out your filament and do a few cold pulls to check if your extruder is clogged. If you don't know what a cold pull is there are tons of tutorials online
There is no popping at all just random times when it starts making a clicking noise as if it is clogging, I will try taking it down a bit and give it a cold pull and maybe a bit of cleaning fillament as well

If the extruder is clicking that makes it sound like a clog. Good luck
 
If it's only in that area and fine otherwise, it could also be the motherboard of the printer not being powerfull enough to calculate the movement for some curve fast enough and slowing down, which could cause quality issues.
 
Okay so I am in need of advice here as this new issue has me stumped, i switched out the extruder with a spare I had and now I am getting these random rough ripply surfaces and odd stringing that i had never seen with pla+ before.

Did you replace it with the same kind of extruder? Also, maybe check if it moves the filament the right amount. If the diameter of the gear changed, you'll have to change the steps/mm in your printers configuration so it extrudes the right amount.
