Does anyone know the dimensions of the data chip? (Just like in Pepakura, the 3D files have to be scaled before printing.)

monkeyfuj has one over here. Even includes an STL file, so you can probably slice it straight from that.

I think the best option would be to use one file and scale it to the individual order. Since each armor is scaled, the chip can be scaled to it.

Scaling usually happens in the replicatorG, no? But that will be relative to the original 3d file as a percentage.

Since it goes in the Chief's helmet, to be accurate it would have to be scaled to the user's helmet size.

Wow. Amazing stuff. Hard to believe that ten years ago, stuff like that wasn't even around. At least, not a version you could purchase and use at home. Nice job on the chip!!
