Is it possible to take someones Pep file (with their permission) and make it less detailed.. if so how?

Nope. To do that, you'd need to edit the model, and as far as I know (and I think I do, I've searched and searched for a way) you can't convert a Pep file back to a 3D file.

I can make it have less polys but it would have to be the original 3D file.
I don't have a license for the pep program.
Or depending on the model, I could model it over just a bit simpler.
