need help with cowbell skull

ok i did the gravlift. im playing on normal. but its not up there! am i doing anything wrong? or is it just im not on co-op?

Make sure you start from the beginning of the level, you have the Meta-Game scoring turned off, and that you are on at least normal.

Co-Op doesn't matter, but if you are playing with a friend when you find it, they also get credit for it.

you must start from the beginning not at any checkpoint, i found this the hard way by playing again and again at a checkpoint and not finding it there eventually i got it from the mission start. Meta game scoring it doesn't matter if its on or not, other skulls on doesn't matter either, you must be on normal or above to activate skulls spawn on the map.
