So I've made several paper helmets so far, FINALLY gotten around to taking one into the later steps, so I need to get the scaling right for once. I just finished a Pep of the Halo: Reach - Mjolnir Mk V helmet, however, just found the Halo 4 pep files, so I'd like to use them for my helmet...

Sounds like you're just having a units issue. I'm not great in Max, but very proficient in Maya, the units are easier there and I can maybe give you a hand if you export it there via FBX

Next time people get together, get everyone lined up for a group shot, flipping off the camera while holding a banner that says "Hey [insert name], quit trying to take credit for our hard work." Ok, so for the helmet at least, you're going to sand through all the paper down to the Rondo? Then shape the rondo? So the helmet exterior will wind up slightly smaller than the paper one?
