If I'm not mistaken, that's what is called "wire loom". I believe it's generally used for insulating wiring. You can buy it at any major hardware store for cheap...
Oh, I forgot to mention Smilie120, that pic was taken before I painted my helmet and the tape was just there so I can see how the Wire Looms would look on the helmet. I have actually glued the "looms" into place using CA glue. I can take a pic of the "looms" closer so you can see how I have it set up on my helmet now.
I am using Robo's Basic files. The bicep had some areas that needed to be smooth and some that I just left alone. But about 90% of the bicep is covered in a layer (or 3) of glaze.

Can I ask how you did (or plan to do) the rest of your rigging system? It kinda looks like you have a nice snug fit with dark foam in the forearm, but I think it's just the painting scheme...
